"defining the plastic processing industry as an emerging manufacturing industry is an affirmation of the development achievements of China's plastic industry over the past few decades." Luo Baihui, Secretary General of the International Association of mold, hardware and plastic industry suppliers, believes that plastic products are no longer dominated by simple and primary consumer goods, but have become the core supporting materials indispensable to many emerging industries. These products are not only high-grade products and difficult processing technology, but also account for an increasing proportion in the total amount of plastic products, and their processing and production have also become a major part of the plastic industry. With the acceleration of scientific and technological progress and the deepening of industrialization, its application scope is becoming wider and deeper. It is well deserved to call the plastic industry a new manufacturing industry. It is after entering the 21st century that the plastic processing industry really becomes a new manufacturing industry, especially during the "Eleventh Five Year Plan" period, this change is particularly obvious. The 11th five year plan is the fastest and best golden period for the development of plastic processing industry. It is mainly reflected in the following three aspects

first, the quality of economic operation has been continuously improved, and the benefits have doubled. According to the data of the National Bureau of statistics, during the "Eleventh Five Year Plan" period, the output of plastic products in China increased by 20.1% annually and the output value increased by 20.06% annually. In 2011, the total output of the plastic processing industry reached 68.3 million tons, nearly five times that of 2002. China has become the world's largest producer and consumer of plastic products. In 2011, the total output value of the plastic industry reached 1.77 trillion yuan, more than seven times that of 2002. At the same time, with the increase of output, China's plastic products export has also shown a steady growth trend. China's plastic products have been sold in 221 countries and regions around the world. According to customs data, in 2010, the plastic products import and export innovation group preliminarily planned to build 100 new extrusion production lines, with a total trade volume of 52.14 billion US dollars, of which 14.622 million tons were exported, with an export volume of 31.436 billion US dollars, accounting for 1/4 of the total output

second, the development of the plastic industry pays more attention to the development model of energy conservation and emission reduction, clean production, green and low-carbon. By 2010, it successfully completed the phase out of perfluorocarbons, with a total of 28312 tons of perfluorocarbons eliminated, equivalent to reducing carbon dioxide emissions by 145.02 million tons. During the "Eleventh Five Year Plan" period, the industry association also extensively carried out the investigation of the use of HCFCs in the field of foamed plastics and the preparation of the elimination plan, which laid a good foundation for the elimination of HCFCs during the "Twelfth Five Year Plan" period

over the past decade, remarkable achievements have been made in plastic recycling, realizing new development in resource conservation and environmental protection. Over the past decade, enterprises have become more and more aware of the driving force of science and technology, and the scientific and technological investment in the plastic processing industry has been increasing. In 2009, for example, only large and medium-sized industrial enterprises invested 3.74 billion yuan in new product research and development, and the output value of new products reached 45.77 billion yuan. China's scientific research institutions and enterprise technology innovation centers have continued to increase investment in the research and development of polymer materials, the number of invention patents and scientific research achievements has increased, and new progress has been made in the preparation (Revision) of standards. During the "Eleventh Five Year Plan" period, more than 300 new standards have been prepared (Revised). The pace of product upgrading and structural adjustment is accelerating, and the overall technical level of the industry is gradually improving
